Jabsco ships full of liquid?

just received my new Par Max 4 pump to replace my current pump for the toilet which has been failing to hold a prime. Tested it real quick on a car battery and to my surprise several ounces of liquid shot out. Do these pumps usual ship with some liquid in them? Seemed odd.
