Nav lights not working?

OK First boat purchased used a few weeks ago. 1996 Rinker 180. Have had it out 3 times and everything works except the Nav/ anchor switch. I have 13 volts on the switch so picked up a new one thinking it was bad. Went to install today. Pulled switch and checked continuity. Reads fine 0 ohms through switch. Reinstalled and still does not work. Pulled power from blower switch and plugged into nav switch and lights work in both positions. Put power from Nav switch to blower and blower does not work?? 
Again new to boats so what am i doing wrong??? Im reading Voltage to battery ground when checking.

    Check voltage at the sockets where the light go. Make sure they are not rusted up.

    I agree with Ray, check voltage at the sockets. The connections at the sockets also go bad. A friend of mine had 12 volts at the socket, but when the light was in and there was an amp draw, the light wouldn't work. It ended up being a bad splice.
