Water between teak wood and swim platform

PO put teak wood(faux maybe) and at the edges it looks as if the caulk is worn away. When I step on the teak water and air bubbles come out. I am nervous about this have caused damage or causing damage. Does not seem soft. 1) Do I just let it dry out and then caulk? 2) Seen numerous marine caulks you guys have mentioned, some say 4200. Anyone know what is best? I am in a covered slip which helps. Thanks for the help.
