Bought what we thought was a 2004 fiesta v 270 ,title says 2003 but Vin # on transom ends woth 04, doesn't that mean it's a 2004?

Yes, the last two digits prove it's definitely a model year 2004 boat.  However, it could potentially have been built or certified in 2003.  What are the last four characters of the VIN?  

Character (9): Month Code - A=Jan, B=Feb, etc.

Character (10): Last digit of the year it was built or certified

Characters (11-12): Last 2 digits of model year

For example, K304 would mean it's a 2004 model year boat that was built in November 2003.

Rnk746271304 is what's stamped on the hull,my title says it's a 2003

That would be I304, which is a boat made in September 2003, model year 2004. Who ever did the original title probably got the year wrong and it has been wrong ever since.

Agreed Greg, thats an I as in the letter I304.  Indicating it was built on Sept 2003 and it's a 2004 model.
