Stair Removal?

Are these screws glued in?  I have put everything on them trying to get them out.  I am putting new floors down and I am a bit concerned they are going to strip or break off.  They don't want to budge.

I found SS nylon nuts behind mine, when I took it out, but it's shaped a little different.

Seems like the first thing to determine is if there are nuts behind.  If so, put a wrench on the nuts.  If not, try an impact driver.

Do I need to disassemble headliner in rear berth to determine this? Ugh

@MDboater I don't know what to do for steps yet.  But they will not prevent the main floor from being finished.

@Wildboating one thing you may want to consider is plasteak both for the steps and the floor. They are based in Akron so its a short drive for you. My dad has a 1989, 36' sailboat in Rocky River and he has been taking wood parts from his deck to plasteak and having them replicate the wood parts in plastic. The plastic looks a lot like wood and the work has been affordable. If you have a router you may be able to just buy the plastic and rout the steps yourself. This is how it looks with the teak:

FYI:  You need to remove this piece of trim, there are nuts on the back of the stair bolts.
