Purpose of Electrical Panel Three Position Switch

Can someone please identify the purpose of the three position switch at the top left of the electrical panel? It's labeled "MAIN" and "AIR CONDITIONER" but there is also a center position that is not labeled. Both the Main and Air Conditioner already have separate breakers. Is the switch used to toggle the analog display to read the voltage for each of the 30A plugs?

    To elaborate on Al's answer, the switch controls which 110 volt circuit the meter is reading. The full up position shows the available voltage on the main 110 volt circuit, move the switch to the furthest down position and the meter will read the voltage available on the AC 110 volt circuit. The middle position of the switch disconnects the meter from both circuits.
