4.3 idle rpm with carbs

hello
when I purchased the boat idle was set around 800 -900 rpm at idle
so i lowered them to about 600 to 700 at idle and in neutral
now engines are little harder to start cold but not a big deal
few extra cranks 
once running no issues
bu I did notice they smoke a little now 
once throttled up it clears up
am i running to low at idle causing rich condition?

most likely a stuck choke.

correct me if im wrong, but I always read that the 600-700 rpm was while in gear.

Ye I am wondering the same 
it does say on my engine covers 600-700 at idle or something

I just looked at my flame arrester cover, it reads idle rpm in gear 650-700, thats for the 454 but it sounds right for all the others
