Question on Water in Drive Shaft boot - Rinker 260 EC

I recently took my Bravo 3 sterndrive off to lube the shaft and change seals at the end of the season.  I noticed a little water in the bottom of the rubber boot that houses the drive shaft, but other than that the boot appears to be in decent shape.  Is it normal to have a little water in the boot or does this indicate there may be a leak somewhere?
