Engine start issue

4.3 carb merc
long story short noticed this issue after setting my idle to proper 650rpm later in the season
port side engine is set to same idle rpm but starts right up.
this only happens on cold starts or if boat sits for a period of time on the hook or dock and cools off.
so normal start for me is few throttle pumps and engine fires right up
star engine few pumps starts and dies
this happens about three times and then finnaly it catches and starts to idle.
i don't think it's a fuel delivery issue since it runs great after warm up and at higher rpm.
maybe choke pop off hose is leaking I do need to check that this year but any other ideas
i do have. Electric fuel pumps

this morning it started right up
from what I understand you have to push lever all the way Forward to set it
I think I need linkage adjusted lil
