Hull sealant

I purchased my boat last summer. I was trying to buff it and it appears to have some kind of polyurethane or sealant on it. I can't buff down to the gel coat. 
1.  Has anyone heard of this before?
2.  Can I wet sand it down?

Maybe the PO had clear coat sprayed on top??

Is it gelcoat or a "wrap"?  

Might find a spot out of view, like under the swim platform and try a little wet sanding and see if that helps.

Try a little acetone in a unnoticeable spot.may be that polymer wax stuff.yes you can wet sand it 1500 git,I wrapped the sand paper around a house hold sponge,more even and easier to hold on to.always keep it wet.

On off will get rid of that scum by the boot strip.

Poliglow that's what it's called,they make special striper for it.

That's heavy oxidation 
wet sand a small trial are first
clear would come off in chuncks
wrap
it would burn from buffer

If it is poli, will that poli strip remove the gel coat?
