What is the best way to clean my flame arrestor? Mine looks like a K&N type filter on a Merc.

Generally conpressed air.  If it is a K&N is it a wet or dry type?

It's not a K&N, it's a factory Mercruiser. It is like a K&N as opposed to a metal disc type flame arrestor.

Just use compressed air to blow thru backwards.  If it truely dirty and won't just blow thru you can use brake cleaner or a good soapy water with the likes of Dawn dish soap, rinse super well and let dry.
