Problem with 12 v power

my 2000 242 fiestavee 12 volts to console verified via voltmeter. I have ignition, blower fan, acc, cockpit lights. Don't have cabin lights, nav/anc, galley pump, wiper,bilge pump, or horn power. I have verified power through all circuit breakers. Totally stumped

    Don't know the boat, but do you have breakers under the steering wheel, and by the battery switch? If so, are they all popped in? 

    You say you have power up to the breaker? What about coming out? Maybe the ground wire is off on the load side?
