I have the same boat (2001) and like to be between 3500-3600 RPM's.
lots of variables... wind, current, displaced weight.... will vary.
a vacuum gauge, if installed, will tell you all kinds of things about load. finding a RPM that comfortably keeps you on step and that registers the highest vacuum signal you can get is going to be your sweet spot...
i imagine the VV devices key off of MAF/MAP signal, which is for all practical purposes vacuum, to project it's data to users.
