Lagging RPM

i have a 30 ft twin Volvos 5.7.  We have had a no wake restriction for the last week. It has finally been lifted and I am able to open it up. Putting around at 700-1300 rpm both engines and throttles match. When I open it up onto plane at 3300 rpm the right eng throttle is about an inch farther. If I want more I can move the right throttle all the way to the wall and I might get a half rpm. Left engine is working great. tge sync gauge is points more to port. 

Is this an issue with the engine maybe fuel pump, filter?

or does it have something to do with sync?

    either your throttle lever is out of adjustment or the linkage at the motor is out of adjustment. You should be around 4500 rpm at least at WOT.

    Port motor needs to put out more power,start with the easy stuff and work up.throttle cable opening all the way,fuel filter,then maybe tune up?
