Oval opening ports in hull. 1990 Rinker FiestaVee300

Can anyone tell me if these ports are supposed to be gasketted? There is a round groove in the casting and the latches don't seem to seal them tight Thanks Peter

You can see the gasket (black) that any porthole I've ever seen will have.
