2007 rinker captiva 192 prop

I have a 2007 rinker captavia 192. New to me,  I love the boat very much except it has no hole shot what so ever.  I can barely pull a water skier out of the water.  Taking off with only 2 people in the boat takes about 15 seconds to plane out. The boat had a 3 blade aluminum 21 pitch prop on it.  I changed it to a 3 blade aluminum 19 pitch prop and i see no difference at all.  any suggestions?
