My fuel tank breather valves are clogged. I have a 2002 Rinker 342. How do I access them?

My fuel tank breather valves are clogged.   I have a 2002 Rinker 342.  How do I access them?   
My rpm's would not go over 3000 for either engine.  Removed one fuel cap and them had both engines top out over 4.000 rpm.  I cannot find the breather vents.

The 'vent' is in the fuel cap itself. No separate vent leading out the hull. Look on the under side of the cap. 

Kinda odd taking the caps off made that kind of difference. If it was that sealed I would think the engines would have stalled.

I have them right below the fill caps but may be different for diesels

Not diesels.  I will take a look at the underside of the cap and below the fuel cap.   Thank you.

Interested in this too.  I've been wondering myself on my 270.  I don't have any noticeable vents for fuel and was wondering where it was.
