I had this on an older boat a few years ago. The vent line had developed a dip (kind of like a trap in a drain line on a sink) and in the right situation a bit of gas would get in the line and be trapped in the dip. This would stop the line from venting and back up fuel in the fill line which stops the pump. Straightened out the vent line and all was well.
