1994 Rinker Captiva 190 handrail

One of the handrails on the bow of my 1994 Rinker Captiva 190 has come loose. Is there an opening behind the padding to access the bolt on the rail? How do you remove the padding?

    Remove the seat, reach hand up behind padding u will find fasteners that hold on padding, watch fiberglass will scratch, your arms.  Most are held on by t-bolts with Philips head screws. Through the 1/2 inch plywood. There may not be a hole there that you can reach the railing bolts. But after removing the padding you can cut a access hole. That will be hidden when the padding is reattached. I have used a 4 inch hole saw to make access.
