High pitch noise at fresh water pump

i have a real high pitch noise when water is off but when I turn it on the pitch gose away would that be my pump going bad?

Are you using the water from
the tank or from a city water connection?

The water pump will not run if hooked up to city water. The pressure regulator can make that noise, city water has to be on and water flowing though.
