Deck Cleats - Has anyone tried to replace deck cleats on a 270 Fiesta Vee?

I have a 270 Fiesta Vee and need to replace the deck cleats as the gap to secure a mooring strop is too small. Are these secured with self tappers or are they secured with lock nuts? If so how do you get access to the lock nuts? Any help greatly appreciated.

I tried to pull mine off to seal them better, 3 out of 4 screws came out fine, the 4th just sat there and spun, never did figure that out, just dropped a bunch of silicone in there and tightened them all back down.. sorry I'm not much help!!

There is a locking nut on the underside. Well covered in sealant. The screw body is almost certain to be bent too. 

You need to feel for the fasteners under the headliner and cut it for access.
