Fuel pressure regulator

When shuting off the boat sometimes it will be hard to start the symptom being lack of fuel- no smell of fuel anywhere. I let it sit for a couple of minutes and then it starts. Its happened 3 times in two years so its hard to identify. I have read that a pressure regulator that is weak will not hold pressure in the system during shutdown. Not shure how to test this but thought I might be able to check the tank return line to see if its sending fuel back to the tank when  the motor is off. I assume it should be dry at this point unless I am mistaken ?
