No Steering

I am looking to buy a 76 Rinker Built Tri-Haul, 15', hydraulic steering It looks like and it will not work. Steering wheel won't move at all, whats up? I have only used cables and have no idea whats up. Can anybody help me?

Is there a pump for it? Did you try with the motor running?

Cable is probably seized up it is 40 years old.
