Transom construction

Trying to do a little research on transom repairing as it sure would seem my issues of leaking would only be a result of some transom failure or perhaps a cracked inner plate. Perhaps the seal= will get it apart next weekend and start checking out the transom. You only have to do a google search to find plenty of boats with this issue but when you search this site, you do not find it. The only discussion I found close was issues Handy was having and there were comments in the thread about how well these transoms are made. So, for a transom to start to rot, how long would water have to be sitting in that transom cut out to get this process started? I can't imagine the fate of this boat if indeed this is my problem.
