Starter switch wiring

i recently replaced both starboard and port side engines on my 2004 290 fiesta vee and the port side switch has one wire not connected and one wire has two wires soldered together. Is this right? Also the engine turns over but isn't starting which I don't think is the issue as I think it's need a new fuel filter.
