Is there a way to remove the stair tread on a 1999 Rinker 24 ft fiesta vee?

The hole under the stair is not large enough for me to work in . If I could remove the stair tread it would be a lot easier. I found the screws under the carpet in the top of the tread but it still feels like it is mounted very solid still.

If all the screws are out it will slide out look on the side as 

well

I bet it's just like my 99 270 feel around in the carpet there are Phillips head screws embedded in the carpet

I found all of those screws but it still will not move. It's almost like the tread goes farther back into the cabin area.
