Project #2 Port Navigation Light Inoperable

Thanks to Bizmark, Project #1 on my new (to me) boat is well on its way to being resolved. I was able to confirm that the missing switch cover is indeed the galley pump and following the web address Bizmark sent me, my new galley pump switch cover is on the way.
Project #2 is to get my port side navigation light functioning. I have included a photo of the light so everyone can see the style I am talking about. It is the oem white plastic kind that are suppose to screw off, I believe. I have put forth every bit of force my 59 year old fingers can muster and the cover does not budge. Am I correct that it screws off? Where does it screw from? There seems to be a ridge about 1/4 of an inch off the deck. Does it screw off at the deck, or at the ridge? Is is suppose to be hand tight or should I use a pair of pliers?
Any help I can get with this will be appreciated.
