Bracket for anchor?

Can anyone help please?
I am new to this so be patient with me! This is the set up for the front anchor. Ignore where the chain is positioned as I was just trying to find where to put it. How does the bracket thing on the deck work? Is there something missing? Just can't work it out. Any idea's appreciated.

When the anchor is installed on the pulpit and the chain attached to the anchor the hook goes on the chain then the bracket is latched down pulling the chain tight.

To add to what @aero3113 said, it's purpose is to keep the anchor chain locked in place. Google "anchor chain keeper" and pics should come up.
