Water/Galley Pump system filler cap

1999 Rinker Captiva 272 BR - I know that this seems like a newbie question, and I'll admit that it is. I've had my 272 for 3 years, but since it's a lake boat, we haven't really used the onboard water/galley pump system at all. I decided recently that I'd give it a go. I assumed that the black cap on the port side of the transom was the water cap to fill the tank. If it is, mine is quite stuck. Is this this cap? Or is there another place to fill the water tank. My boat has both a sink and a hose on the transom.
