Torque for Y Pipe bolts

I have the manual and want to make sure I'm picking up the right torque for the four Y pipe bolts where it mounts to the gimbal asy. The manual lists the "exhaust bolts" at 23 ft. lbs which to me is a little more than hand tight to me....I have looked at torque charts for 3/8 and it seems to agree with a coarse thread but I would say these bolts/thread are a fine thread....how about it @Alswagg can you chime in on this??
