Hand rail repair 2004 212

For some reason when under way , the bow hand rail weeps rusty water which dries and stains if not wiped up.  Not really sure how to get at it to remove it to service it. If I get it out is there a sealant of some type I should use or simply clean it up and reinstall?  At first look it seems I will need arms about 5 feet long.
