loss of power

my2002  rinker fiesta vee 25 with a 305 mpi has no power after half throttle ,tough to get up on plane ,i have changed the spin on fuel filter twice, top rpm is approx. 4000 rpm, no miss fire .i recently just purchased it and this is my first boat.it has a a mere 400 hours on it . i have extensive automotive backround .any help would be greatly appreciated.

Make sure the bottom is clean. Any growth will cause this.

Also check your prop, it could be fouled or something could be wrapped around it. I had thin rope wrapped around my prop and it would not allow me to get on plane. Once removed all was good.
