Never seen anything like it. I have used a air nozzle to blow when cleaning my truck, around air vents and crevices. about once every other year. When I do a major detail.

What the heck does it do?  Take air from your compressor and channel it into a vortex?  Or is it just a way to blast cleaning solution?

I think the detail dept at the dealership I work uses it to clean floor mats and interiors...
