12 volt interior dome lights on 1995 265 fiesta Vee very dim and unstable

I started replacing the old, burnt out rv bulbs to led's and I am getting some power to my dome lights but it is erratic and dim, occasionally very bright, (I have multiple brand new bulbs and they all do the same thing) I googled this and on several Rv forums, it said it sounds like either a dying battery which in my case, both batteries are fine, the 454 starts right up, so they said if it is not the battery, then it has to be a malfunctioning "converter". What and where would the equivalent to a "converter" be located on my boat? I have 2 batteries and the switch to turn them off, on on, or both on, and right beside that is a charge meter, is it within those 2 things??

It's more likely a bad ground for the light fixture. I'd trace the wires for the light fixture back to the source and make sure the ground is good.
