In-line fuel filter for generator

Been having some starting issue with my Kohler 5E.  I noticed the in-line fuel filter didn't show a lot of gas.  It's a plastic cup with a paper insert.  I removed the cup and attempted to remove the paper insert but I can't get it to budge.  

Is there a trick to replacing the paper cartridge in these little guys or do I just need to get a new filter housing and call it done?

    If it looks like this you cannot take apart.

    If it is the raycor filter with the removable bowl, the filter element should just pull out. The o-ring can get sticky. 

    That filter may not be totally full of fuel to work. 

    Remember there is another filter at the fuel pump inlet too. I got rid of that one, pain to get at on my 342.

    This has a removable cup/bowl.  I didn't want to damage the paper filter.  Guess I need to get the model info it might have on it and track it down or switch to a fixed style.
