Just slightly overloaded. USCG will tell you 1 person for every 3’ of boat on “Yacht Certified” boats, a boat with a capacity placard goes by that instead.
Well, needless to say, the search has been called off. The 20 people are probably dead. I doubt they were there for recreation. You'd have to be pretty desperate to risk a trip like that.
I have read all kinds of theories. One implied it was a fake call and there never was a missing boat. All in order to draw resources away from the area so some sort of smuggling operation could take place.

Saw an article yesterday that implied human smuggling, especially based on the track of the boat.
