Generator intake seems to be clogged on 07 350 EC

Cleaned out the sea strainer for Generator then to clean out I opened the ball valve and noticed water was like a hose turned on 1/4 of the way.  Then removed hose at hull then open ball valve same small stream of water proceeded to use coat hanger to push into elbow and ball valve still unable to get water to flow at a good rate.  Question does anyone know what the hull side intake looks like ?  Possible clogged but short of taking the boat out of the water for $350 to inspect has anyone ran across this ? What did you use to unclog obstruction tried garden hose with pressure nozzle didn’t improve much.

    Is it possible that when the bottom was painted that the screen got painted over? The paint could have clogged the screen.
