low fuel pressure

i have an 06' 5.7 volvo with MPI only showing 20psi. before i go replacing the outrageously priced fuel pump, is there anything that would cause low pressure other than the pump? the shut off valve is clearly open, no kinks in the line, no leaks, new fuel filter(even put the old one back on to make sure it wasn't a faulty filter). none of the fuel lines have ever been removed. bought the boat last year and other than a hard start issue when it was hot, it ran great!!  i pulled the pressure regulator and it had a little bit of debris but it was very tiny. seems as if i am getting a lot of air. when i started the boat today to go on our unsuccessful boat ride, there was a whining noise coming from the front of the engine. it sounded like an alternator bearing but i am thinking now that it was the fuel pump. any thoughts are greatly appreciated.

thanks

i found an oem high pressure pump replacement kit for a decent price so i'm thinking of pulling the trigger. has anyone done the swap?

good thing i didn't pull the trigger to buy any parts!! apparently when i was changing the water separator i unplugged the low pressure side of  my fuel pump. jumps to 60lbs now on initial key on and idles at 52lbs. that's 400 more dollars towards fuel! or at least until the next issue arises.
