Hard to start

Had some issues with the boat last year it would bog down at high idle so I replaced everything ,new plugs wires rotor and cap ,had the calibrator rebuilt and replaced the fuel pump it was running great but the only issue is with a cold start it wont start up I can start it with a little hot shot and when it warms up it will start all day no problem .I can take off the arrestor and when I pump the throttle with the key off I dont see any fuel shooting out of the jets >Im beginning to think the fuel pump I bought sucks , I se they sell a high pressure BOOST pump I reall cant thing of anything else its a 5.7 1999 240 Fiesta Vee

    Sounds like carb to me. I don't know what carb you have but quadrajets were notorious for leaking down when sitting.

    I bought a new one on line that didn’t help so I rebuilt the old one but no good

    If it runs fine once you get it started I don't believe its the fuel pump. Have you checked that the choke is working. On mine you have to pump it 3 to 4 times to set the choke. If you are initially not seeing any fuel from the jets , it just may mean the bowls are empty and its not going to dispense fuel into the motor until there is fuel in the bowls, back to my theory that its leaking fuel from the carb back to the engine when its sitting. Most rebuilders do not fix that when they rebuild. It involves putting an epoxy on the fuel bowl well plugs. Even most of the rebuilt carbs you buy don't correct that. If its a mechanical fuel pump its not going to pump any fuel unless the engine is turning over. Although I don't think its an issue have you checked the fuel filter?

    I would think if it is a leak down 100%, after a few cranks it would get the necessary fuel and start? Your shooting ether in there and it fires so seems like the other repairs did it no harm or good if I'm reading it right. It is getting off my abilities to tell you what else to look for. All my fuel pumps are electric- yours sounds mechanical. You should be able to check that fuel pressure. You also I would think you have some sort of fuel pressure regulas tor? The mechanical pump must provide a constant pressure and a regulator to, well regulate pressure at idle vs running? If it has  one, check those connections/hoses for damage and correct pressure?

    There's a shop called "the carb shop" in Greenville South Carolina. 

    They out source most of their carbs like what are found on your boat to a gentleman in his upper 70s/early 80s. 
    The only time in his life he didn't work on carbs was when he was deployed during the Korean war. 

    If you want a carb done right, ship it to him.  I ran a Chevy V8 for a few years on an fj40.  We rarely get temps in the teens down here.  During a cold spell of about a week of 6-10 degree overnight temps I could run out to the yota, pump the pedal 3 times.  I'd bump the key then run inside for 10 minutes while the vehicle warmed up.  

    If you're looking for recommendations of a carb done right.  Back then it was about 250 bucks for a rebuild @ 2015.
