that is pretty odd....would not seem desirable? extra weight in the motor? More parts? Must be a darn good reason...and a flat plane crank...harder to make smooth?
Outboards are less than ideal for weight distribution/ballast and get in the way for fishing and use of the swim platform. There is the potential for theft. When working on them when moored, dropped tools tend to fall in the drink. Having the lower unit out of the water is a big plus, and there are other advantages such as freed up storage space, agreed.
