re sealing thru hull

So, I have a thru hull with a leak...like the one pictured on the left. I think I may have caused the problem....the hose is my raw water, hose comes up, snakes around by the stringer at the fuel tank and then over to a strainer.....when I step down into the bilge, there is nothing really to step on. Since that hose rested on the stringer, I have been stepping on it.
So, I assume there is a block of wood in the hull to support this. The bolts that come through, are they some sort of T bolt or just a bolt with a washer coming through the other side of the block? How do I re seal this?? I guess I really need to see where the water is coming from at the ramp to determine what to fix on this...geesh.

    ok, so, when I went to work on this, my thru hull is like the one on the right. The thru hull for the geny is like the one on the left, however, there are no bolts through the 3 points like above. The sealant used was soft and will replace with the same....so is there any sealant used when the valve goes on the "stem" of the thur hull or is is it just where the contact surfaces for the hull and the screws from the strainer??

    So do I have to pull the strainer off also? I don't want to pull anything apart I dont have to...

    Ok, so, the internet is not alive with help on this....i have the flanged type which I do read as a plus and also my stepping on it should not have damaged it..anyway....i assume I need to remove what ever screws see on the strainer, can't wait to see the condition of the head of a screw head that lives in water...then there must be some sort of backing plate built into Te hull...undo the nuts from the inside, take off the screws from the out side and out it comes, more or less?

    which is why Dodge is not even on our radar for competition.......and we are not changing parts suppliers because we can't pay our bills.....I'd be very careful with that truck!
